  With Windows 9, Microsoft hopes to lure them back. It went over like a rock. Consumers hated Windows 8s fence-straddling interface, and they found the new Start Menu confusing. The fact that they couldnt automatically access the desktop or use their computers as they had been doing before turned off a wide range of consumers, and PC sales kept plummeting. Windows 9, then, will backpedal on some of Microsofts more daring touch interface innovations. That means a retooled Start Menu that incorporates some of Windows 8s ideas, but hearkens back to the style that users recognize from Windows 7. Microsoft will also allow users to use the Metro-style (read: touch-centric) apps while on the classic desktop, something that was impossible in initial builds of Windows 8. Apple has never been on that list, the company said in emailed comments on Friday, declining to give more details. "Even though Apple has the certification for energy-saving products... it has never provided the necessary verification material and agreements according to the regulations," said a Finance Ministry fax sent to Reuters on Thursday evening, a statement closely mirrored by the Central Government Procurement Centre in their own announcement on Friday. The government can still purchase Apple products, even if they are not on the energy-saving list, according to the Central Government Procurement Centre website. This week, many of the products mentioned were available for purchase on the website, except for a brief period late Thursday when sales were temporarily halted for a monthly price adjustment. Multiple suppliers, who declined to be identified because they did not want to damage their business with the government, told Reuters that the price adjustments were routine. They said they did not believe the stoppages were due to national security concerns based on their conversations with the central procurement agency. "They didn't say once that it had anything to do with national security," said an employee at a Beijing-based government supplier. The government website resumed selling Apple products including laptops as of Friday afternoon. The most popular model was bought 23 times between Thursday and Friday. "Every month we have one price adjustment to make sure the prices are aligned with market prices," said a person familiar with the procurement process, who attributed the confusion to a misunderstanding. "We'll stop purchases and then restart after they're aligned." The uncertainty and speculation surrounding Apple's procurement status reflects the heightened anxiety among foreign technology firms in China amid what they perceive as a multi-pronged, official campaign to curb their business. Chinese regulators recently launched an anti-monopoly probe into Microsoft Corp .

According to insiders, Windows 9 may dump the Charms bar and add support for virtual desktops. The plan, apparently, is to move Charm functionality into the title bar to make Metro apps a better fit on the Windows 9 Desktop. The move to eliminate the Charms bar is a surprising one, but its not the first about-face Microsoft has made since introducing Windows 8 . The Start Button was unceremoniously killed only to be resurrected in a neutered form, and now we know its going to be wired to a full Start Menu again in Windows 9. Weve also seen Microsoft tweak button layouts on the Start Screen to make powering off and rebooting more obvious. Theyve laid the groundwork for windowed Metro apps by making them appear on the taskbar in Desktop mode and adding a title bar with close button in Metro. Theyre clearly taking user feedback to heart and working to make Windows 9 the new Windows 7 and squash any Vista-ness thats been lingering in Windows 8. It also sounds like power users may finally have official first-party support for virtual desktops in Windows 9 . Linux and OS X users have been able to set up multiple desktops for years, and its been possible on Windows, too, with the help of third-party software. With Windows 9, youll no longer need a helper app. The plumbing for virtual desktop support has been buried in Windows all along, and its great to hear that Microsoft is finally going to give Windows users the option to configure more than one workspace. No, its not something that the average user is ever going to bother with, but organized geeks will be all over virtual desktops. Im willing to bet that a lot of users who hate the Metro interface will applaud the addition.

Thats really cheap for a tablet, especially one that runs a full desktop operating system, not mobile software like Windows RT, iOS, or Android. But dont expect this to be as smooth of an experience as youd get with an iPad Mini or Nexus 7. The Toshiba Encore is much cheaper than these tablets, but for a reason. After spending some time with the Encore 2, heres what I came away with. The Basics The Encore 2 is available in two sizes: a $200 8-inch version and a $269 10-inch model. Both tablets come pre-loaded with Windows 8.1, Microsofts newest version of the OS. Toshibas tablet isnt the sexiest gadget on the market, but the Encore 2s design does have its perks. For example, Toshibas choice to use a hard matte material on the back rather than glossy plastic makes it less susceptible to fingerprint smudges. The overall look, however, is fairly plain. Thick silver bezels frame the tablets display, and its plastic back is rather bland. But if youre in the market for a dirt-cheap tablet, these characteristics probably wont bother you. At least in its name it is a successor to Nokia's Lumia 520 which was the most popular Windows Phone , and the two are compared down below. Lumia 520 and 530 1GHz Dual Core Krait (MSM8227) + Adreno 305 1.2GHz Quad Core Cortex A7 (MSM8212) + Adreno 302 Memory 119.9 x 64 x 9.9 mm, 124g 119.7 x 62.3 x 11.7 mm, 129g Camera 5MP Rear Facing w/ F2.4 aperture 5MP Rear Facing w/ F2.4 aperture Battery 802.11b/g/n + BT 4.0, USB2.0, GPS/GNSS 802.11b/g/n + BT 4.0, USB2.0, GPS/GNSS SIM Size Micro-SIM Micro-SIM (dual SIM variant) As you can see, the Lumia 530 has many similarities to its predecessor. Inside it makes the move from Qualcomm's Snapdragon S4 platform to the newer Snapdragon 200 platform. It'll be interesting to see how the quad core 1.2GHz Cortex A7 implementation fares against the 1GHz dual core Krait implementation. The GPU takes a performance hit, going from the Adreno 305 to the 302. Storage similarly takes a small step down with half the internal NAND of the Lumia 520, but with support for MicroSDXC up to 128GB rather than 64GB in the 520. RAM and connectivity remains the same with 512MB of LPDDR2 memory, single stream 802.11n WiFi, Bluetooth 4.0, and 21.1Mbps HSPA+. The battery chemistry remains the same as well at 1430mAh and 3.7V. The front of the device sports an 854x480 LCD display, with the extra 54 pixels compared to the Lumia 520 being used for the on-screen buttons in a similar fashion to the Lumia 630. The move from a 15:9 display aspect ratio to a 16:9 ratio allows for a small decrease in the width of the device. The 530 has an appreciable increase in thickness compared to its predecessor with a thickness of 11.7mm at its thickest point compared to 9.9mm on the 520. No apparent changes to the camera have been made with a 5MP F2.4 sensor on the back and there's no front-facing camera. The 530 seems like a mixed bag of upgrades and downgrades compared to the 520. At 4GB of storage it really necessitates buying a MicroSD card even for users who rarely use apps, while the 8GB in the 520 leaves more breathing room. The increase in thickness is also disappointing but in the 530's price bracket there's no pressure to battle it out for the title of thinnest smartphone.

OS X Yosemite preview: the Mac gets a major makeover

At the same time, as current as the OS feels, it's still easy to find your way around; no one, and I mean no one, will feel lost inside OS X. Mail looks like Mail, and Safari looks like Safari. They just look better. Spotlight OK, I spoke too soon: There is one thing that works differently, and that's Spotlight search. Whereas before, your search results appeared in drop-down form in the upper-right corner of the screen, clicking the search button now brings up a big ol' search bar in the middle of the desktop. But it's not just the placement of the search results that have changed; they've gotten quite a bit smarter, too. From here, you can convert units and measurements, preview Wikipedia entries and news stories, and pull up friends' contact information, complete with phone numbers, email addresses and websites you can click on from the search bar. Apps are included in search results too, as are things you may have purchased from iTunes. You can also pull up more personalized information, such as local restaurant listings and movie times, but you'll need to have "Spotlight Suggestions" checked off under location settings in order for that to work. In cases where the keyword is a little ambiguous -- "numbers," for example -- you'll see any Numbers spreadsheets you have saved, as well as a prompt to open the Numbers app itself. Ditto for "apes" -- I'll get movie times for Dawn of the Planet of the Apes, as well as any emails where someone was talking about apes (and yes, I do have some). All told, it feels a little like Smart Search in Windows 8.1, though there are things Apple can do that Microsoft can't, and vice versa (Windows, for instance, lets you go to specific settings from the search results). To be clear, iOS 8 will show the same kind of Spotlight search results as the Mac, but what I particularly like about the desktop version is how self-contained it is -- you can pull up search results without having to open a new window. Of course, if you click on a news story, Safari will open a new tab, but that makes sense -- you can't do everything in the search interface, after all. Safari It's more of the same in Safari: The newest version of Apple's built-in web browser shows previews of search results, with snippets of things like Wikipedia pages. The favorites bar, too, reminds me of the new Spotlight search -- just click on the URL and you'll see a pop-up window beneath showing your bookmarked sites. It's nice because on the one hand, your favorites no longer take up unnecessary space in the browser, but they're there when you need them, and you don't have to navigate away from your current page to see the list. In addition, Apple redesigned its "tabs view," where you'll see a mixture of tabs from both your Mac and any iDevices you own (obviously, you need to be signed into iCloud on every device for this to work). From there, you can close tabs remotely, so long as the remote device is running either Yosemite or iOS 8 (if all you want to do is open remote tabs, you just need iOS 6 or higher, or Mavericks on the desktops side). The tabs window also stacks pages from the same site, which helps keep things tidy. Meanwhile, Safari's "share" button now shows recent shares.

Skype group calling supports up to ten people, but only the most talkative people will actually show up in video windows.Microsofts competitor, Google, offers its own services, Hangouts, which has always been free for group video chats for up to ten participants. So far, group video calls are not possible in Windows Phone at all; only group audio calls are supportedprobably due to limited screen space. Group instant messaging is also supported. Skype said in May that it welcomed its two millionth user . Its rival, Google, has never broken out the number of users who use Hangouts. In February, Google launched what it informally referred to as Chromebox for meetings , a $999 package that combined a Chromebox and videoconferencing software. Windows Phone 8.1 Windows Phone 8.1 has done plenty to give Microsoft's mobile platform a fighting chance in a market dominated by Android and iOS. The software has finally given the company a robust and complete feeling operating system, although Redmond still only has a minuscule share of the market. Microsoft is already working on the next iteration of Windows Phone 8.1 and WPBench has found it. The new version of the platform is in the testing phase, but it is unlikely to be a completely new build. In other words it will not be a Windows 8.2 but will instead be an update of the Windows 8.1 platform. The new software is showing up as test build 8.10.14130, while for reference Windows Phone 8 GDR3 is OS build 8.0.10532 and Windows Phone 8.1 DP is 8.10.12397. The update will bring some changes to the current Windows Phone 8.1 software, such as the ability to make live tiles double in size and give the platform native folders. Windows 8.1 of course brought with it huge amounts of added functionality such as more multitasking and notification options and of course Cortana, Microsoft's voice activated personal assistant. Windows Phone 8.1.1 will be more incremental than that, but still it will add something to the experience and continue the platforms? growth into a compelling option.

Beautifully illustrated Okami game prints by Cook & Becker Net Applications' June numbers put the combined user share of Windows 8 and 8.1 at 12.5% of the world's desktop and notebook systems, a one-tenth of a percentage point drop from May. Although Windows 8's growth had stalled for two straight months earlier this year, June was the first time the OS lost user share since the initial edition debuted in October 2012. Windows 8 accounted for 13.7% of the personal computers running some flavor of Microsoft's Windows. The difference between the numbers for all personal computers and only those running Windows was due to Windows powering 91.5% of all personal computers, not 100%. The decline of Windows 8's user share did not necessarily mean that masses of people suddenly tossed their hardware into the trash or downgraded their PCs to an older OS. Instead, Net Applications' data is an estimate of the relative strength of the operating systems powering devices that went online during a given month. Even so, in that measurement Windows 8 came dangerously close -- the closest since its launch -- to the sluggish uptake pace of Windows Vista, the 2007 release that was widely panned at the time, and in hindsight has been labeled one of Microsoft's biggest failures. At the point in Vista's post-release timeline that corresponded to June, the operating system ran on 12.8% of all personal computers -- a larger percentage than Windows 8's last month -- and on 13.5% of all Windows PCs. The latter is the most credible, as it accounts for the slightly-greater dominance of Windows itself at the time. (When Vista was in its 20th month after launch, Windows powered 94.9% of all personal computers.) While Windows 8 lost user share in June, Windows 7 gained another half of a percentage point to close the month with 50.6%. It was the fourth straight month that the 2009 operating system has gained ground, not really surprising since most experts have said that the recent boom in commercial computer sales has been because companies have hustled to dump XP for Windows 7 , not the newer Windows 8. In fact, Windows 7 has grown 50% more than Windows 8 in the past six months. Windows XP fell off Microsoft's support list in April. Since then, Microsoft has issued just one public security update for the 13-year-old OS, and that on May 1. Speaking of Windows XP, the aged operating system's user share was flat last month at 25.3% of all personal computers, and 27.7% of only those running Windows. The stabilization came after three consecutive months of large declines. Computerworld now projects that Windows XP will still be running between 19.4% and 20.6% of the world's personal computers at the end of 2014. Another analytics company, Ireland's StatCounter, had different numbers for Windows. StatCounter's figures are often at odds with those from Net Applications because they measure with dissimilar methodologies: StatCounter tallies "usage share" by counting page views to show how active users of each OS are on the Web, while Net Applications estimates "user share" by tallying unique visitors, which more closely resembles user base than does StatCounter's data.

Even though it's not yet available for everyone, at least it's a good sign that Microsoft has started to offer the highly-anticipated Windows Phone 8.1 update. Finnish blog site aani reports the Lumia Cyan update is now being deployed in Finland as a pilot. Obviously, the upgrade contains the Windows Phone 8.1 update, along with the improvements and new features exclusively available to Nokia Lumia smartphones. Assuming you live in Finland you can only download the update if you own a Nokia Lumia 925. It appears that the update is only available for this particular smartphone. Furthermore, those who do not how to download and upgrade to Windows Phone 8.1, or they simply don't want to wait for the update to be automatically pushed to their phones as part of the pilot project, can head over to Nokia Store in Helsinki on June 26 and 27 where reps will update their Lumia 925 smartphones on the spot. Microsoft released back in April the Windows Phone 8.1 Developer Preview and more than a million users have already installed it on their smartphones. Given the fact that Microsoft confirmed on its official website support for Windows Phone 8.1 will start on June 24, everyone assumed the update will be released on the same date as well. Microsoft began instituting rules to ensure secure programming practices over ten years ago. These practices became the SDL (Security Development Lifecycle) , and are documented for everyone to use. It's not a static document; over time, new rules have been added and some have become more strict. The calls which the researchers, Moti Joseph and Marion Marschalek , focused on were related to these practices. Many of the "standard" C language runtime libraries are poorly-implemented, and SDL requires programmers to use "safe" alternatives, such as the Strsafe functions for strings . These versions do security checks, such as ensuring that no buffers are overrun. These are the calls that Joseph's and Marschalek's research looked for. They are not "patches," and the distinction is a significant one. Patches address a known problem. These calls protect against potential problems. They are proactive measures added to make the product more resistant to attack. It's likely that many of them are unnecessary, that the code being protected is not, as a practical matter, exploitable, assuming that there are even problems in the code being protected with the safe functions. But over time, the standards for these things become stricter, and it's not surprising to find more used in Windows 8 than Windows 7. So it's the way of the world that newer versions get new security features, as when Microsoft added ASLR (Address Space Layout Randomization) to Windows Vista and did not back-port it to Windows XP. But is it fair for Microsoft always to withhold new security features from shipping version X and save them for the upcoming version X+1? In fact, this isn't a hard-and-fast rule at Microsoft. Just last month Microsoft released KB2871997: Update to improve credentials protection and management . In a blog last week, Joe Bialek, an engineer with the Microsoft Security Response Center, explained the update and how it also applies to Windows 7 . The updates remove some use of plain-text passwords and adds support for some newer security features. But this sort of change is a far cry from adding to Windows 7 all the safe function usage of Windows 8.

But Matthew Nalywaiko is doing something about that times more than a hundred. His organization, Serve A Little , has helped more than 200 women, including those whose husbands are away serving in the military, by matching volunteer handymen, mechanics and construction workers to complete "honey-do" projects like minor home and car repairs. "The name, Serve A Little, comes from the idea that you don't have to do much to make a major impact in someone's life," Nalywaiko says. "It might only take a few hours for a mechanic to fix the car or for someone to fix the door in a house, but for that person it can mean the world." For Nalywaiko, 32, of Sonoma, Calif., giving back has been life changing. A severe case of dyslexia, coupled with ADD, had him wondering if he would ever have a purpose in life. "I could barely read, so I couldn't imagine how I was going to make a living or find someone who would want to marry me or accomplish anything," says the high-energy Nalywaiko, a videographer. But he did just that. He managed to get a job in construction after graduation, "building million-dollar staircases in multimillion dollar homes," and married Amanda, a social worker. Then in 2009 he launched Serve A Little. "We all have the ability to impact somebody's life," Nalywaiko says. "It's just a matter of looking outside your own world and realizing there are needs right next door." Helping single working moms, including those trying to get an education, is something Nalywaiko says has an immediate positive impact. "It's not a population that gets a lot of respect," says Amy Ethington, a Santa Rosa College student advisor who refers student single moms in need of assistance to the Serve A Little program. "And here is Matthew giving them respect for what they're trying to accomplish." Nalywaiko doesn't just help out his own community. He discovered a Haitian village of about 10,000 where more than a dozen kids had drowned trying to cross the treacherous river to attend a school nearby. Nalywaiko has raised money through 80 for Haiti , an effort connected to Serve A Little, to build a closer school, using local labor and materials to boost the the economy. The Registrar-General, CAC, Mallam Bello Mahmud, who said this on Tuesday at the commencement of an enlightenment campaign on direct registration of businesses, said with the new software, registration of companies could now be processed directly by the owners. The programme was organised by the Growth and Employment in States at the Calabar Municipal Council Secretariat, Calabar, Cross River State. According to the CAC boss, the software, which is expected to be deployed in July this year, will principally benefit small and medium-scale entrepreneurs who may not be able to afford the services of accredited agents. It is also expected that the policy will also encourage informal businesses to register, and in the long run, deepen access to finance for those classes of businesses, Mahmud said. He also commended the GEMS3 for its continuous support and assistance in the area of enlightenment and technical support it had been providing to the CAC in the design, development and testing of the new registration software. In her remarks, the Cross River State Manager, GEMS3, Mrs. Geraldine Oku, said the programme was a partnership between the Federal Government, Department of International Development and the World Bank, and was aimed at reducing poverty by increasing growth, incomes and jobs across the country. She stated that the CAC, supported by GEMS3, had embarked on an online registration process and was currently pursuing other reforms intended to upgrade its registration processes to reduce time, cost and number of procedures required to register a business in Nigeria.
