The American College of Emergency Physicians issues a report card evaluating access to emergency care and disaster preparedness, among other categories. Indiana was ranked 40th in the country and received a letter grade of a D+. The emergency care environment report card stated that Indiana faces problems with a fractured emergency response system. 30 (PIA)The local government unit (LGU) of Tupi through the Municipal Disaster Risk Reduction and Management Council (MDRRMC) has allotted a total of P9,372,443 for its 2014 disaster preparedness program. Mayor Reynaldo S. Tamayo, Jr. said that most of the budget will be allocated to projects which will help reduce road accidents since the municipality has recorded a high number of such incident for the past years where it reached 208 in 2012. We were able to minimize floods in our municipality because of our continuous mitigating activities such as tree growing. On the other hand, highway accidents continue to happen in our town, the mayor said With this, Tamayo noted that the LGU will focus its activities in reducing the number of road accidents adding that they have started implementing some projects in line with the said endeavor. To reduce these incidents, we had intensified the installation of additional lightings along the highway and we are also expanding our major roads, Tamayo explained. Meanwhile, he said that even though they can control their residents to reduce speed on the highway, they cant control those outside of the municipality passing along the national road. We also need to intensify our activities such as the purchase of speed guns so that we can be objective in apprehending those who violated our speed limit, the mayor said adding that they will further improve their MDRRMC office through installment of online CCTV cameras to serve as the center of disaster operations. Tamayo also revealed that part of the plan is to purchase additional ambulance worth P1.8,000 to cope with the rising demand for disaster services. "We need additional ambulance, so that every time our existing rescue ambulance is on service, we will have another one to respond to any untoward incident, the official noted.

The MOA, once executed between parties, would allow LGUs to purchase NFA rice on credit for the following purposes: relief operations whenever a state of calamity is declared in their locality; and for stock piling in preparation of eventualities or emergencies that may occur at any given time, said Marasigan. Although NFA has conducted said briefing last year, still we send letter-requests with an enclosed Reply Slip for them to mail back to NFA informing us whether they are willing to renew the MOA for the next three years, still interested or not interested to avail of the program. The letter request will also allow us to know if an LGU is willing to have a briefing on the program or MOA during their scheduled Sangguniang Pambayan/Panglungsod/Panlalawigan Session, he added. So far, briefing was conducted already for the municipality of Alubijid last January 20. On the other hand, the municipality of Naawan already gave positive feedback on the MOA and pledged to comply with the requirements for submission to NFA.

"All of our buses are equipped with radios that are hooked into a state radio system and so we run Morton County's system right now and they can get ahold of anybody in Morton County," says Severson. So when mother nature gives us the cold shoulder, parents can breathe a warm sigh of relief knowing that their kids are in good hands.
