The Dow Jones industrial average slipped 16 points, or 0.1 percent, to 17,038 and the Nasdaq composite slid 34 points, or 0.8 percent, to 4,406. Yellen told Congress that the Fed intends to keep providing significant support to the U.S. economy to boost growth and improve labor market conditions. JPMorgan Chase and Goldman Sachs rose after the banks reported results that were better than investors were expecting. Bond prices didn't move much.

The Afghan Independent Election Commission released preliminary election results Monday showing Ahmadzai well in the lead but said no winner could be declared because millions of ballots were being audited for fraud. Ahmadzai had about 56 percent of the vote to Abdullah's 44 percent.

We've seen that time and time again. Sen. Dianne Feinstein (D-Calif.), chairwoman of the Senate Intelligence Committee, said U.S. intelligence did not foresee the groups rapid advance in Iraq. ETP assets grew 1.1% in April to $1.76 trillion. The number of products exceeding $1 billion increased by two to 227 and account for 88.4% of all ETP assets. Funds with more than $10 billion now number 38, and while they represent just 2.4% of the active listings, they account for the majority (53.7%) of assets. It takes the smallest 786 products to add up to 1% of industry assets. SPDR S&P 500 (NYSEARCA:SPY) is the largest ETF and accounts for 9.1% of industry assets all by itself. Starting at the other end of the asset size spectrum, it takes 1,300 smallest ETPs to encompass the same 9.1% market share as SPY. U.S. federal agents are investigating whether high-speed trading companies violate U.S. laws by using fast-moving market information not available to other traders, a FBI spokesman confirmed on Monday. Launched by the Federal Bureau of Investigation about a year ago, the investigation called the High-Speed Trading Initiative, is still in its primary stages, a senior FBI official and an agency spokesman told The Wall Street Journal, which first reported the story. The spokesman who spoke to the Journal said high-speed trading based on information about orders that other investors do not have access to and hence putting them at a disadvantage could violate insider-trading laws.

These managers are institutional investors like us but with different investment strategies and trading methods. Rather than embracing electronic markets, these managers have stuck with their old methods. They think HFT costs them money. Often when they try to trade large orders quickly, they find the trades more difficult to execute in a market that has gravitated toward more frequent trades in smaller sizes, and that the price moves away from them faster now. So, it's largely a class of professional money managers and anyone benefiting from sales of "Flash Boys" who want people to get angry about all of this.

Virtu was supposed to begin marketing its IPO Friday, but the company is postponing the IPO by at least a week, the reports said. It still plans to trade on the Nasdaq under the symbol VIRT. Virtu filed for its IPO in March, seeking to raise $100 million, but IPO firm Renaissance Capital at the time estimated the size of the deal could be as high as $250 million. For its part, Virtu intends to persuade the public and investors that it doesn't have an unfair advantage and is, in fact, one of the "good guys".

Regulators hope to determine whether ordinary investors are at an unfair disadvantage to high-speed traders, who rapidly dart in and out of trades to earn fractions of a penny that add up to big profits over time. In the last year, the SEC started subscribing to the same proprietary data trading feeds that the high-speed traders use, hoping to better understand how the markets are functioning. White told lawmakers the SEC has not yet reached any conclusions on what, if any, new rules might be needed. "Our approach at the SEC...is to be data-driven and disciplined to determine where high-frequency traders fit into the range of market quality issues," she said. White also told lawmakers the SEC needs more money in order to keep on top of the rapidly changing market technologies so it can police the markets. "Detecting misconduct in constantly evolving securities markets, including as a result of the growth of algorithmic, automated trading and 'dark pools,' requires substantial resources," she said.
